Duties and Responsibilities
Your main responsibilities in this role include the following:
Operational: Oversees project cost estimating and costs control activities; ensures that proper controls and standards are in place and all activities comply with company policy.
Maintains records of Engineering and Projects Division’s Annual Work Program and Budget and supports budget narratives.
Carries out comparison between the project budget and the project cost forecast and prepares project expenditure cost trend analysis.
Maintains master Change Order Register and provides status information as necessary.
Reviews and verifies cost data and change orders in coordination with the Senior Contracts Engineer prior to issuing to Procurement department
Reviews cost estimate input for change order evaluation purposes.
Performs project commercial close-out.
Control: Monitors performance and compliance and addresses problems as they arise.
Monitors and follows up on project insurance, performs bank guarantees and payment clearances.
Monitors and reports on project planned budgets and expenditure, identifies any deviations from the budget and provides recommendations on required corrective action.
Monitors and reviews project change requests and change orders issued during the project life cycle.
Provides proactive feedback on potential cost at completion.
Ensures all expenditure is documented in accordance with required standards, methods and procedures.
Ensures actions performed comply with relevant internal control measures and are within the control framework.
Assists/advises Project Managers in the control of Project invoicing as required.
Assists with identifying gaps in the effectiveness of controls and identifies opportunities for more efficient and effective controls.
Supports audit-related tasks and follows up on cost related audit Corrective Action Plans to ensure timely and proper close-out of audit recommendations and non-conformities.
Liaison and coordination.
Liaises with the internal customers in Projects, Engineering and Facilities to produce periodic project development status reports.
Liaises with Senior Cost Estimator and other internal customers to verify cost data as appropriate.
Undertakes any ad hoc responsibilities assigned by line manager.
Reporting: Prepares reports in support of department activities.
Prepares “Exception reports” that highlight current areas of concern on cost issues.
Provides monthly project accruals report.
Arranges a “Look ahead” report that details potential issues showing cost incurred against the approved budget.
Runs regular cost status reports for internal and external distribution.
Furnishes project and AFE close-out reports for internal and external distribution.
Provides input/feedback into the estimation section for improving accuracy of the data.
Coaching, Training and Mentoring: Actively contributes to the development of staff.
Supports department staff in meeting needs for employee training, development and skill gap closure.
Coaches employees in order to build their knowledge and skills.
Job Requirements
Bachelor’s Degree in Engineering
10 years cost estimating and cost control experience in the oil and gas industry, with 3 years in senior capacity
